Do you legally need a construction phase plan?
Yes. Under CDM 2015 a CPP is required for all construction work. On a simple job the contractor prepares it. On a multi-contractor project, the principal contractor does.
What goes in it
Project description, duty holders, existing hazards, site rules and welfare, arrangements for the main risks, emergency procedures, how RAMS and permits will be controlled, and a review when the work changes.
